I think I'd start with a map of points-of-interest in their absolute proportional positions, then distort distances to fit a schematic, then add the connecting pathways. I also don't understand the color-code of the shared roadways: red, yellow, and red? Perhaps use a cross-hatch (and wider) for water and reclaim blue.
